Registration in ERUZ and Accreditation on ETP: A Step-by-Step Guide for Suppliers

To submit an application on the electronic platform under 44-FZ (Federal Law on the Contract System), it is not enough to create a personal account on the platform itself. First, the supplier must register in the Unified Information System (EIS) and enter the Unified Register of Procurement Participants (ERUZ) — after this, accreditation on federal electronic trading platforms occurs automatically. Let’s break down the process step by step, including common issues that can delay registration by several days.

How It Works: One Registration Instead of Eight Accreditations

Until 2019, suppliers had to accredit on each platform separately, with a separate set of documents. Now, the process is unified:

  1. obtain an electronic signature;
  2. register on the State Services portal and confirm the organization;
  3. register in EIS as a procurement participant;
  4. information is transferred to ERUZ;
  5. federal electronic platforms automatically accredit you — within one working day.

Registration in EIS is valid for three years. It must be renewed in advance: when less than three months remain until the expiration date, applications for participation in procurements can no longer be submitted. This is one of the most frustrating reasons for missing the procedure — everything may seem fine, but the platform does not accept the application.

Step 1. Electronic Signature and State Services

An enhanced qualified electronic signature of the head (for legal entities and individual entrepreneurs, it is issued by the certification center of the Federal Tax Service) is required. The head then authorizes on State Services and creates (or confirms) the organization’s account. Until the organization is confirmed on State Services, access to EIS will not be possible.

If an employee will work with procurements, they are granted rights in the organization’s personal account on State Services and a machine-readable power of attorney is issued. Details can be found in the article on electronic signatures for trading.

Step 2. Registration in EIS

In the personal account of the procurement participant, the organization’s profile is filled out. Most of the data is automatically pulled from the Unified State Register of Legal Entities (EGRUL) / Unified State Register of Individual Entrepreneurs (EGRIP) and State Services, but some information must be entered manually. Prepare in advance:

  • the charter of the organization in electronic form;
  • a decision (protocol) approving major transactions — indicating the maximum amount;
  • documents confirming the authority of the head;
  • OKPD2 codes for the goods/services you provide, and the maximum transaction amount;
  • for foreign participants — an additional set of documents.

Also, appoint an administrator for the organization in EIS — this is the person who will add other users and assign them rights.

Step 3. Automatic Accreditation on Platforms

Once the entry appears in ERUZ, federal electronic trading platforms receive the information and grant you access. There is no need to log into each platform and re-upload documents. What should be done manually:

  • check the personal account on each platform — whether the details have been correctly pulled;
  • ensure that the current email address for notifications is specified;
  • add users and assign rights if multiple employees are participating.

Commercial platforms and platforms for specific types of trading operate under their own rules: accreditation there occurs separately, with its own set of documents and review periods. This is a normal situation — it just needs to be planned in advance, not on the day of an interesting procurement.

Step 4. Special Account

To participate in procurements under 44-FZ with a bid guarantee, a special account in one of the authorized banks is required. The platform blocks the guarantee amount on it during the application review period and unlocks it after the results are announced. The special account is opened separately from the settlement account, upon application to the bank; the account details are linked to your participant profile. More details on amounts and methods can be found in the article on bid and contract guarantees.

Common Reasons for Delayed Registration

  • Unconfirmed organization on State Services. The most common reason: the head confirmed their personal account but did not create an account for the legal entity.
  • Decision approving major transactions is missing or outdated. The amount in the decision must cover the anticipated contracts.
  • Data discrepancies with EGRUL. If the address or director has changed and the changes have not yet been made in the register — registration will not pass.
  • Expired or “foreign” signature. The application must be signed by the head with their active electronic signature.
  • Forgotten renewal. Three years pass quickly; the need for re-registration is often remembered only when the platform refuses to accept an application.

Readiness Checklist for Participation

  • The head’s electronic signature is active, and the workplace is set up;
  • The organization is confirmed on State Services, and employees are added;
  • Registration in EIS is completed, and there is an entry in ERUZ;
  • There are more than three months left until the registration expires;
  • Personal accounts on the platforms have been checked, and the email for notifications is current;
  • A special account is opened, and there are funds for the guarantee;
  • The decision approving major transactions covers the planned amounts.

Once the formalities are closed, the main task remains — to find suitable procedures in a timely manner. Atlas Zakupki collects procurements under 44-FZ and 223-FZ from EIS and commercial tenders into one stream, selects those relevant to your profile, and reminds you of submission deadlines.
